Detailed Responsibilities and Accomplishments Chronology

Executive Director1998 to Present
Indiana Higher Education Telecommunication System

Responsibilities:
Manage and lead a 40-member consortium of higher education institutions in Indiana. This is a special assignment while on leave from my department head position at Purdue.

  • Staff: 95
  • Budget: $6.5 million - IHETS

State Network in Transition
I have guided the transition and development of the Indiana Higher Education Telecommunication System and the Indiana Telecommunication Network-serving more than 1500 colleges, universities, schools, libraries, public broadcasting stations, and state government agencies-from a $4 million appropriated budget to a $24 million fiscally sound revenue-based operation over a three-year period. http://www.ai.org/intel/networkservices/tele_comm.html

Building Indiana's Digital Learning Space
In concert with K-12 schools and libraries, we are leading the development of a statewide Indiana Learning Portal that provides access to a unique collaborative environment for teachers, faculty, librarians, students, and lifelong learners to offer and take courses; build and gain access to learning modules; and provide and seek new information sources. Fund raising efforts include a $250,000 startup package leading to a multi-foundation request in May, 2003. http://www.ihets.org/hot/portal/index.html

Indiana's Version of a Virtual University
I am the CEO of the Indiana College Network. ICN has a catalog of 1,655 courses and 100 degree and certificate programs. In 2002 individual enrollments topped 47,000 learners. http://www.icn.org/

Life-long Learning Service Development
I negotiated an agreement with the nine Public Television stations in Indiana to develop the nation's first digital lifelong learning channel, a 24/7 educational service utilizing Indiana College Network courses, scheduled to begin May 2003.

Additional professional involvement during this time:

  • Indiana Intelenet Commission and Executive Committee, 1998-present.
  • Telecommunications Committee, Midwest Higher Education Commission, 1998-present.

Department Head1990 to Present
Agricultural Communication Services Department, Purdue University

Responsibilities:
Manage and lead a combined academic and service department in the Purdue School of Agriculture, providing professional communication and information technology support for the Purdue Agriculture complex including research, teaching, and statewide support for the Purdue Extension Service. Output includes: marketing, media relations, publications, popular magazine development, video production, and communications training. Academic program includes approximately 35 undergraduate students.

  • Staff: 35
  • Budget $1.5 million

Communications and Technology Management Track Record
As department head, I rebuilt a competitive agricultural communications department at Purdue University, establishing a national track record for effective and creative communication and information technology management. Indicators include national Awards of Excellence for Communications Management and Marketing from the Agricultural Communicators in Education, as well as technology and communications consulting requests from universities including Vermont, Illinois, Texas A&M, Georgia, Penn State, Cornell, Florida, California, Delaware, and the Cooperative State Research, Education, and Extension Service, USDA.

International Communication Experience
Success working in culturally diverse countries requires an ability to adapt and understand subtle factors that contribute to effective international working relationships. My experience includes work in Mexico, Honduras, Kenya, Hong Kong, China, and Inner Mongolia.

In addition, I was invited to present the keynote address at the inaugural meeting of the Latin American Agricultural Journalists Association at the Escuela Agrícola Panamericana, Zamorano, Honduras on November 8, 1995. I presented in Spanish. My topic was La Situacion Actual de la Comunicacion Agricola en el Mundo.

Research and Development for e-Extension/USA
I continue working with Purdue agricultural economist, Mike Boehlje, analyzing how information gains value in a competitive marketplace. We have proposed a virtual land-grant system outreach program (e-Extension) that will compete in the new global information marketplace.

Acting Director of Communications1991 to 1993
Cooperative State Research Service, U.S. Department of Agriculture

Responsibilities:
Working within a .20FTE appointment, I was asked to design and implement a communication and media relations strategy and program for the cooperative research agency of the USDA.

National Impact Reporting System
While splitting my time between the Purdue (three weeks per month) and the USDA (one week per month) I designed, developed, and implemented a new system of identifying and providing information about the impact of Land-Grant university research, teaching, and extension directly to Congressional decision makers. Now adopted by every Land-Grant institution in the country, this impact information system has developed a 3,500-plus entry national database of research and educational impact, an annual series of one-page impact reports available for decision makers, and several state-based local information systems. I received 1999 USDA Honor Award from Secretary Dan Glickman for this effort.

Primarily I was a film producer, photographer and science writer for the College of Agriculture's research and extension areas. We produced television public service announcements, a quarterly research magazine, and provided teleconference and educational video support for the Extension service.

I co-produced a national documentary special for PBS on an Eastern Oregon ranching family living and working in Inner Mongolia. The Cowboy in Mongolia aired during the opening week of the 1989 television season on more than 85 percent of the nation's public broadcasting stations.
